Charlie started his ball obsession last summer.  Every time he sees a ball at the park, he is focused on it.  He would run around with it taunting dogs nearby.  He would run away when I get close.  Nothing I say or do would make him give up the ball.  I would be chasing him trying to get him to give up a ball that belong to somebody else. We would avoid dog parks when someone was playing with a ball.  I would leash Charlie when I catch someone throwing the ball around before Charlie does. So we avoided balls entirely.  It was just easier to take the ball out of the equation.  But that doesn’t change his ball obsessive behaviour .

I realized that every time I take the ball away from him, I’m taking away his fun.  Which explains why he doesn’t come to me when he has a ball.  Replacing the ball with a high reward toy/treat wasn’t enough to curb his behaviour.  He likes the chase, being chased and the ball is his trophy.  I needed to be the most interesting component in the ball situation.  So we played fetch and reward enthusiastically with me throwing the ball.  I never took the ball away unless he gave it up willingly.  A ball not thrown is just a ball to him.  It’s much more fun and interesting when the ball is thrown around.  The past two weeks, he has been retrieving the ball and bringing it it to me.
